Bhubaneswar, Feb 6: Odisha government has tabled a demand of Rs 12,59,148 crore before the 16th Finance Commission for the next five-year period – 2026-31 – during their meeting, Thursday.
A meeting took place between the 16th Finance Commission team and the Odisha government. Chief Minister Mohan Charan Majhi was present at the meeting, along with Chief Secretary Manoj Ahuja, Finance Secretary Saswata Mishra and other senior officials of the state government.
Breakup of Rs 12,59,148 crore demand
Rs 9,88,422 crore towards Pre-Devolution Revenue Deficit,
Rs 1,10,434 crore towards State Specific Needs
Rs 1,00,036 crore towards grants to Rural and Urban Local Bodies
Rs 31,004 crore towards State Disaster Response Fund (SDRF)
Rs 29,252 crore towards State Disaster Mitigation Fund (SDMF)

What the Chief Minister said after the meeting?
“We have had constructive discussions with the Commission on various economic aspects of the state. The demands have been placed before the Commission based on the developmental needs of the state, financial capacity and the proposed financial transfer mechanism,” said CM Majhi, while speaking to media persons.
“We have also made a written representation before the Commission in the form of a memorandum based on all the financial aspects and requirements of the state," said the Chief Minister, adding that he hopes that the Commission would consider the memorandum favourably.
The CM had earlier said that the Centre contributed 75 per cent of the SDRF, while the burden of remaining 25 per cent was taken by the state. Odisha has demanded Centre for a 100 per cent grant for SDRF.
