Bhubaneswar, Jul 2: The Odisha Higher Education Department on Thursday directed all government and aided colleges across the state to conduct physical verification of areas surrounding their campuses to identify shops selling liquor, tobacco, narcotic drugs, psychotropic substances, and other intoxicants within a 500-metre radius, officials said.
Directive Under NCORD Mechanism
In an official communication, Ramesh Chandra Behera, SNO-cum-Deputy Secretary of the Higher Education Department, stated that the initiative is part of the National Narcotics Coordination (NCORD) mechanism. The move aims to ensure a safe, healthy, and drug-free educational environment for students.
Verification and Reporting
Principals of all colleges have been asked to physically verify the areas around their institutions and submit details of any such shops through the HIMS portal by July 15, 2026. The directive emphasizes strict compliance with legal provisions and government instructions prohibiting intoxicant outlets near educational institutions.

drugs and tobacco among students. The Odisha government has already taken
