Cuttack, Apr 6: In a major regulatory move aimed at improving transport efficiency and road safety, the Odisha government has imposed restrictions on commercial vehicles from other states that are more than 10 years old.
Acting on the directions of Odisha Commerce & Transport Minister Bibhuti Bhushan Jena, all Regional Transport Offices (RTOs) have been instructed to implement a decision taken during the State Transport Authority (STA) meeting held on July 19, 2023.
As per the directive, no new permits will be issued to commercial vehicles older than 10 years registered outside Odisha. Additionally, RTOs and ARTOs have been barred from processing ownership transfers, address changes, or accepting any form of transport tax for such vehicles.
An official from the department said, “The decision has been taken to strengthen passenger safety and improve the overall transport system in the state.”
Authorities believe the move will help enhance road safety standards, reduce the number of unfit vehicles on roads, and curb pollution caused by ageing commercial vehicles.
Our sources from the department informed that strict enforcement instructions have been issued, with officials directed to ensure “no deviations in implementation at any level.”

It can be mentioned here that Odisha intensified its enforcement of Pollution Under Control Certificates (PUCC) across the state, with violators facing fines of up to Rs 10,000. The Transport Department has announced that the previously relaxed checking period, which lasted until March 31, has now ended, and strict inspections began on April 2.
The move came under the directive of Transport Minister Bibhuti Bhusan Jena, as part of the ongoing statewide road safety campaign that started on March 21 and has now been extended until April 10. The campaign aims to reduce road accidents and improve air quality, which has been deteriorating steadily.
