Bhubaneswar, Jan 8: The Odisha government on Thursday approved seven major industrial projects worth Rs 55,783 crore, with the potential to generate 14,507 jobs across diverse sectors including steel, rare earths, automobiles, semiconductors, industrial gases, ferroalloys, and renewable energy, officials said.
The proposals were cleared at a meeting of the High-Level Clearance Authority (HLCA) chaired by Chief Minister Mohan Charan Majhi. “Through these investment clearances, we are focusing on making the state strong, Atmanirbhar and ready for Samruddha Odisha by 2036,” CM Majhi said.
The largest investment comes from Saffron Resources Pvt. Ltd., a JSW Group company, which will set up a 6 million tonnes per annum (MTPA) steel plant in Dhenkanal district with an outlay of Rs 35,000 crore. The project alone is expected to create nearly 8,000 direct and indirect jobs.

✨Other proposals include ventures in rare earth manufacturing, automobile and auto-component production, semiconductor fabrication, industrial gases, ferroalloys, and renewable energy projects spread across districts such as Ganjam, Keonjhar, and Khordha. Officials said these projects would not only boost Odisha’s industrial output but also diversify its economic base beyond traditional heavy industries.

The government emphasized that the approvals align with its
long-term vision of “Samruddha Odisha 2036,” (Developed Odisha by 2036) aimed
at transforming the State into a hub of industrial growth, employment
generation, and sustainable development.
However, experts caution that challenges such as land acquisition, environmental clearances, and infrastructure readiness must be addressed to ensure timely execution. Skill development initiatives will also be critical to prepare the local workforce for opportunities in high-tech sectors like semiconductors and rare earths.
With these clearances, Odisha is positioning itself as a key player in India’s industrial expansion, balancing traditional steel and mineral-based industries with emerging sectors vital for self-reliance and global competitiveness.
