Bhubaneswar, Nov 3: In a significant move to streamline human resource practices within cooperative institutions, the Odisha Government has issued a Standard Operating Procedure (SoP) for implementing cadre rules for employees of Primary Agricultural Cooperative Societies (PACS) and Large Area Multipurpose Cooperative Societies (LAMPCS), officials said on Monday.
The newly released SoP emphasizes transparency and accountability in key personnel matters such as appointments, transfers, promotions, and disciplinary actions. As per the directive, District Collectors will serve as Chairpersons of the District Cadre Committees, which are tasked with overseeing the proper execution of these rules.

✨To expedite the process, the government has instructed all districts to convene their respective Cadre Committees at the earliest. These committees will review the current status of cadre rule implementation and ensure alignment with the Cooperative Department’s guidelines.
This initiative is part of the broader Cooperative Policy 2025, which aims to revitalize the cooperative sector across Odisha. The policy envisions PACS in all 6,794 panchayats by 2030 and seeks to transform cooperatives into inclusive engines of socio-economic growth.
