Bhubaneswar, Sep 2: In a proactive step to combat substance abuse and support recovery, the Department of Social Security and Empowerment of Persons with Disabilities (SSEPD), Government of Odisha, has issued an Expression of Interest (EOI) inviting agencies to provide and manage rehabilitation services under the DISHAA scheme.
The initiative aims to establish and operate rehabilitation centres for individuals affected by substance abuse in five key locations: Nabarangpur, Malkangiri, Balangir, Angul, and Bhubaneswar (exclusively for women). These centres will offer holistic care, including counselling, medical support, vocational training, and reintegration programs.
The DISHAA scheme — short for Development Initiative for Substance abuse Healing and Awareness — is designed to address the growing challenge of addiction in Odisha, especially in vulnerable districts. The SSEPD department will select qualified agencies to run these centres, ensuring professional standards and community-based care.

The EOI outlines the operational framework, eligibility criteria, and service expectations for interested organizations. Selected agencies will be responsible for day-to-day management, staff deployment, and delivery of therapeutic services.
