Bhubaneswar, Apr 19: Odisha’s push into the semiconductor sector gathered momentum on Sunday as Chief Minister Mohan Charan Majhi and Union Minister Ashwini Vaishnaw laid the foundation stone for a state-of-the-art 3D Glass Solution packaging unit at Info Valley in Khordha district.
The project, with an investment of around Rs 2,000 crore, is expected to create nearly 2,500 employment opportunities and marks a significant step in positioning Odisha as a key player in India’s semiconductor ecosystem.
‘New Era of Development for Odisha’
Addressing the gathering, Union Minister Vaishnaw praised the Chief Minister’s commitment to industrial growth and job creation.
Vaishnaw described the project as the beginning of a new era of development for Odisha, highlighting that glass substrate packaging technology will shape the future of the semiconductor industry.
He added that the unit’s product will be the first of its kind in India and will be manufactured in Odisha, underlining the state’s growing prominence in high-end electronics manufacturing.
Advanced Tech for AI, Defence Sectors
Chief Minister Majhi termed the occasion a “historic moment” not just for Odisha but for India’s technological leadership journey.
“This project will establish an advanced 3D glass substrate packaging facility in the country for the first time. The components produced here will play a crucial role in emerging sectors like artificial intelligence, high-performance computing and defence electronics,” he said.
He also pointed to global confidence in Odisha, noting that leading companies such as Intel, Lockheed Martin and Applied Materials are associated with the ecosystem linked to the project.

Odisha Emerging as Investor Hotspot
Highlighting the state’s industrial growth, Majhi said Odisha has already attracted over ₹10,000 crore in semiconductor-related investments, with firms like RIR Power Electronics and SiCSEM setting up units.
“Odisha has become a preferred destination for investors. We have resources, talent, infrastructure and determination,” he said, adding that the state aims to evolve into a major IT and semiconductor hub.
The Chief Minister also outlined five key strengths driving investments -- abundant natural resources, world-class infrastructure, skilled youth, strong connectivity and responsive governance.
Youth Urged to Tap Tech Opportunities
Calling it a “golden opportunity” for students and engineers, CM Majhi urged the youth to build skills and pursue careers in advanced technology sectors.
“If you want to build the technologies of the future -- Odisha is your destination,” he said.
Production Capacity and Output
According to official data, the unit will have an annual capacity of 70,000 glass panels, 50 million assembled units and 13,200 advanced 3DHI modules, significantly boosting domestic semiconductor capabilities.
Towards Atmanirbhar Bharat
Majhi reiterated that Odisha will play a key role in Prime Minister Narendra Modi’s vision of an Atmanirbhar Bharat, stating that the state is set to become the launchpad for self-reliant growth in eastern India.
Senior officials, including Electronics and IT Minister Mukesh Mahaling, Chief Secretary Anu Garg, and industry representatives, were present at the event.
