Minister Mohan Charan Majhi, on Tuesday approved 13 proposals across seven
departments, with a massive outlay of Rs32,067 crore earmarked for rural road
and bridge projects aimed at strengthening connectivity and infrastructure
across the state.

Chief Secretary Anu Garg briefed the media after the 44th Cabinet meeting, noting that the proposals spanned the Water Resources, Fisheries & Animal Resources, Cooperation, Agriculture & Farmers’ Empowerment, Food Supplies & Consumer Welfare, Revenue, and Rural Development departments. The Rural Development Department accounted for the largest share, with seven proposals cleared.
Among the key decisions, the Chief Minister’s Road Development Scheme was extended for five years with a budget of Rs4,000 crore to construct 4,600 km of rural roads. Another Rs5,750 crore was sanctioned for 17,500 km of new rural roads, including 4,607 km in unconnected habitations.
The Cabinet also approved Rs6,700 crore for upgrading transferred roads from Panchayati Raj and other departments, covering 25,500 km of new construction and completion of ongoing projects.

✨Under the Setu Bandhan Scheme, Rs11,800 crore was sanctioned to complete 1,417 ongoing bridges and build 1,750 new ones. The Bridge-cum-Weir Scheme will see 508 new projects and completion of 162 pending ones to conserve seasonal river water.
In fisheries, the Cabinet approved the Odisha Fisheries Service Rules, 2026, targeting 33 lakh metric tonnes of fish production and Rs25,000 crore worth of marine exports by 2036.
Agriculture received a boost with the extension of the Chief
Minister’s Agriculture Enterprise Scheme for five years, backed by Rs2,496
crore to establish 8,500 commercial projects. A new law on agricultural and
livestock marketing was also cleared.

Other approvals included three lift irrigation projects under the Parbatigiri scheme in Balangir, covering 4,330 hectares at a cost of over Rs121 crore, and amendments to the Odisha District Revenue Service Rules, 1983, aimed at resolving stagnation in promotions.
The Cabinet’s decisions underline the government’s focus on rural connectivity, infrastructure, agriculture, and fisheries, with significant investments to accelerate Odisha’s development trajectory.
