Odisha Cabinet Approves Four Key Proposals In Labour, Education & Heritage Sectors

Bhubaneswar, Sep 29: Chief Minister Mohan Charan Majhi on Monday chaired the 27th State Cabinet meeting at Lok Seva Bhawan, Bhubaneswar, where four major proposals from three departments were approved, officials said.


The Cabinet meeting focused on strengthening labour rights, expanding primary education infrastructure, and enhancing cultural heritage sites—marking a significant step toward inclusive development in Odisha.

Labour Welfare Reforms for Inclusive Workspaces
The Cabinet approved a proposal to amend Section 63 of the Employees’ State Insurance Act, 1948, enabling its implementation across Odisha. The reform targets shops and commercial establishments employing 20 or more workers.

As part of the new guidelines, businesses must display signboards in Odia, and employees working beyond duty hours will be entitled to overtime pay. Women employees will be allowed to work night shifts upon providing written consent, and the government will ensure workplace safety standards are strictly maintained.

These changes aim to modernize labour practices while preserving linguistic and cultural identity, ensuring that both employers and employees benefit from a more structured and secure work environment.

Godavarish Model Schools to Elevate Rural Education
In a major push for grassroots education, the Cabinet approved the development of model primary schools under the Godavarish Adarsha Prathamik Vidyalaya Yojana. One school will be established in every panchayat, aligning with the objectives of the Right to Education Act, 2009.


In the first phase, 2,200 schools will be constructed over three years at an estimated cost of Rs1,200 crore. Each school will receive over Rs5 crore in funding, ensuring robust infrastructure and quality learning environments.

This initiative is expected to bridge educational gaps in rural areas and empower communities through accessible and equitable education.

Ghatagaon Tarini Temple to Get Rs226 Crore Facelift
The Cabinet also reviewed the Detailed Project Report (DPR) for the development of the Ghatagaon Tarini Temple and its surroundings in Keonjhar district. Spread across 69 acres, the project will include a pilgrim guest house accommodating 246,000 visitors, a Nadiya Bhandar, and a 500-seat multipurpose hall. With a budget of Rs226 crore, the initiative aims to boost religious tourism and preserve Odisha’s rich cultural heritage.
