Odisha Bureaucracy Under Watch: Odisha Govt to Install AI Cameras in All Offices, Tightens Accountability

Key Points

Cameras to monitor attendance and punctuality in all government offices. Officers failing to meet performance standards may be asked to retire voluntarily.

Real-time tracking of governance metrics to begin in October.

Bhubaneswar, Aug 12: In a decisive move to enhance administrative efficiency and public service delivery, the Odisha government has rolled out a 10-point directive aimed at improving governance across departments.

The Chief Secretary, Manoj Ahuja, chaired a secretary-level meeting at Lokaseva Bhavan, emphasizing punctuality, accountability, and technology-driven oversight.

One of the most notable reforms is the installation of AI-powered surveillance cameras in government offices. Initially deployed at Lokaseva Bhavan and Kharavela Bhavan, these cameras will soon be extended to all district-level offices to monitor attendance and ensure timely reporting.

The meeting also addressed concerns over officers disregarding directives to submit status reports. Officials exhibiting poor performance will be closely monitored, and those failing to improve may be offered Voluntary Retirement Scheme (VRS). This “perform or retire” policy is part of a broader push to instill discipline and responsiveness.

Departments have been instructed to promptly respond to UI notes from the Chief Minister’s Office and take immediate action. The government will also launch a CM Dashboard in October, enabling real-time tracking of service delivery and project implementation.

Other key directives include:

- Monthly reviews of central schemes by District Collectors.

- Departmental reviews by Forest & Environment and Revenue departments on the 12th of each month.

- Increased focus on departmental expenditure and field visits.

- Stronger enforcement mechanisms to curb delays and corruption.

The Chief Secretary emphasized that delays in public service must be investigated, and the root causes of corruption identified. These measures aim to create a transparent, accountable, and citizen-centric administration.
