Bhubaneswar, Sep 22: Odisha Assembly Speaker Surama Padhy on Monday rejected a notice submitted by the Congress party for a no-confidence motion against the Chief Minister Mohan Majhi-led Bharatiya Janata Party (BJP) government.

The Speaker stated that the notice had lapsed due to continuous disruptions in the House, which prevented it from being taken up within the stipulated time frame.

The Congress had submitted the motion seeking to challenge the BJP-led government’s performance and accountability. However, the deadline for initiating the motion—September 19—passed without discussion, as the Assembly remained mired in protests and adjournments throughout the monsoon session.

Speaker Cites Procedural Lapse
Speaker Padhy clarified that the motion could not be admitted as per Assembly rules, which require timely consideration. “Due to repeated disruptions, the House could not function as required, and the notice has therefore lapsed,” she said.

The decision sparked immediate backlash from Congress legislators, who accused the government of deliberately stalling proceedings to avoid scrutiny. They demanded that the Speaker reconsider the motion and allow debate on governance issues.
