Bhubaneswar, Jan 12: Odisha is poised for a major transformation in its political and administrative structure. Chief Minister Mohan Charan Majhi on Monday laid the foundation stone for a new Odisha Assembly building and Lok Seva Bhavan (State Secretariat), signaling a new chapter in governance and infrastructure.

The Chief Minister also hinted at a possible increase in the number of constituencies and legislators, reshaping the state’s democratic framework.

 

Expansion of Constituencies

Currently, Odisha has 147 Assembly constituencies. With delimitation on the horizon, the number may rise to nearly 200, adding around 50 new constituencies. This expansion would also increase the number of legislators, ensuring broader representation in the state legislature.

 

New Assembly Building

The new Assembly and Lok Seva Bhavan project will be constructed at an estimated cost of Rs 3,623 crore and spread over 71.13 acres in Bhubaneswar. It will feature 300 seats to accommodate the larger number of legislators.

 

CM Majhi described the project as a “milestone for a new Odisha,” reflecting the state’s vision for modern governance. He noted that the new building is designed to serve the state for the next 50 to 100 years.

Lok Seva Bhavan Redevelopment

The iconic Lok Seva Bhavan, built in 1959, will undergo redevelopment to meet modern administrative needs. Housing 41 government departments, the building will be expanded to integrate Power House Square and include underground roads and parking facilities.

 

Works Minister Pritiviraj Harichandan said the redeveloped campus, officially named Lok Seva Bhavan and Mantralaya building, will serve as a state-of-the-art hub for governance and public service delivery.

Elevated Corridor Project

CM Majhi also laid the foundation stone for a Rs952 crore elevated corridor from Jaydev Vihar to Nandankanan. The project will include flyovers at major junctions and a four-lane cable-stayed bridge at Jaydev Vihar Square. To promote sustainability, 22,410 trees will be planted along the corridor.

 

Political Significance

The Chief Minister’s remarks have sparked political discussions across the state. The prospect of increased constituencies and legislators is expected to reshape Odisha’s political dynamics, making the new Assembly not just a building but a symbol of evolving democracy.
