Bhubaneswar, Jun 11: In a major policy shift, Odisha’s Revenue Minister Suresh Pujari announced the lifting of restrictions on part-plot sales, marking a significant relief for landowners who were struggling due to previous regulations.

The move is expected to benefit those looking to sell portions of their land for reasons such as funding higher education or marriage expenses.

Earlier, the sale of part-plots was entirely blocked, causing distress to many individuals who had no alternative financial options. With the recent relaxation, landowners can now sell plots measuring up to 5,200 square feet, provided they adhere to layout submission requirements.

Regulations mandate a 9-meter road allowance, along with provisions for drainage, parking, and open spaces, ensuring systematic urban development.

Minister Pujari highlighted that previously, long-standing restrictions had resulted in financial losses for both citizens and the government. However, authorities have now established clear guidelines that must be followed before proceeding with sales.

The new framework requires sellers to submit a layout plan to the local BDA (Bhubaneswar Development Authority) or respective rural administrative bodies (BDO), post which sales can be finalized.

Additionally, restrictions on agricultural land sales have been lifted, while housing properties still remain regulated. In the coming weeks, apartment registration processes are also expected to see improvements, with file processing already underway.

Government officials emphasized that had earlier administrations tackled these issues, citizens wouldn’t have faced unnecessary hardships, nor would the state have incurred heavy financial setbacks.
