Bhubaneswar, Aug 28: Odisha Chief Minister Mohan Charan Majhi has announced a comprehensive set of reforms aimed at transforming the state’s education landscape, with a strong focus on quality, inclusivity, and student welfare.
In a post on X, CM Majhi emphasized that providing quality education is the government’s top priority. To address teacher shortages and improve learning outcomes, the state will recruit 44,433 primary school teachers over the next three years. This includes regularizing schematic teachers currently working under various schemes.
To ensure student health, especially for those residing in hostels, the government will appoint Auxiliary Nurse Midwives (ANMs) to provide medical support. For differently-abled students, trained B.Ed. teachers will be designated as resource persons across clusters to enhance inclusive education delivery. One ANM will be appointed for every 300 students.
Aligning with the National Education Policy (NEP) 2020, the government will merge the Board of Secondary Education (BSE) and the Council of Higher Secondary Education (CHSE) into a single unified board to streamline governance and improve efficiency.

In a major boost to accessibility, free textbooks will be provided to all students from Class 1 to Class 10, expanding the existing scheme beyond Class 8.
Special attention is also being given to tribal education, with plans to establish a Multilingual Education Centre in Koraput in collaboration with SCSTRTI, ensuring that tribal children receive instruction in their mother tongues.
CM Majhi reiterated that these reforms are part of a broader
vision to build a prosperous and inclusive Odisha by 2036, where every child
has access to quality education and equal opportunities.
