Bhubaneswar, August 7: Bibhuti Bhushan Singh Mardaraj, the King of Khandapada and former Deputy Speaker of the Odisha Legislative Assembly, passed away while undergoing treatment in a private hospital in Bhubaneswar.

Born on January 4, 1955, Mardaraj hailed from the royal family of Khandapada in Nayagarh district.

Mardaraj was the son of Raja Harihar Singh Mardaraj Bhramarabara Roy, the last independent ruler of Khandapada.


A graduate in arts, Mardaraj was known not only for his political acumen but also for his deep interest in history, tourism, and cultural preservation.

Mardaraj served as a Member of the Legislative Assembly (MLA) from the Khandapada constituency across three terms — first as an Independent and later representing the Indian National Congress. His tenure spanned the 8th, 9th, and 11th Odisha Legislative Assemblies, with his final term running from 1995 to 2000. He also held the position of Deputy Speaker, earning respect across party lines for his dignified conduct and parliamentary knowledge.

Beyond politics, Mardaraj was a passionate advocate for environmental causes, a life member of the Bhubaneswar Plant Lovers’ Association, and actively involved in youth and cultural organizations. His hobbies included photography, cricket, and writing, and he was known for his eloquence and charm in public life.

He is survived by his wife, Smt. Devaki Devi, and son Siddharth Sekhar Singh, who is also active in Odisha’s political landscape.

Condolences have poured in from across the state, with leaders and citizens alike remembering him as a noble statesman and a cultural custodian. His funeral arrangements are expected to be held in Khandapada, where he will be laid to rest with full honour.
