Jharsuguda Emerges Odisha's Education Champion; Bhubaneswar Trails as Western Districts Beat Coastal Belt in PGI-D 2025-26| Exclusive

Bhubaneswar: For decades, Odisha's development narrative has largely celebrated the coastal corridor as the state's most advanced region – boasting better infrastructure, higher urbanisation, premier educational institutions and greater public investment.
But the Union Ministry of Education's latest Performance Grading Index for Districts (PGI-D) 2025-26) turns that assumption on its head.
The report reveals that western Odisha has emerged as the state's strongest-performing school education region, while the capital district Khordha (Bhubaneswar) is nowhere near the top.
Instead, Jharsuguda, one of Odisha's industrial powerhouses, has emerged as the state's undisputed education leader with 405 points, becoming the only district to cross the 400-mark.
Even more striking is the regional pattern hidden inside the data.
Rather than coastal dominance, the rankings show an increasingly competitive western belt led by Jharsuguda, Sambalpur, Sundargarh, Angul and Kalahandi.
Jharsuguda Creates a League of Its Own
The district's scorecard is remarkable for its balance.
It performs strongly across nearly every domain—
- Overall Score: 405
- Outcomes: 160
- Effective Classroom Transactions: 79
- Digital Learning: 33
- Governance: 67
No other district matches this consistency.
Capital District Fails to Dominate
Despite housing Odisha's capital city, premier universities, model schools and the highest concentration of educational administrators, Khordha finishes with only 359 points, ranking well below Jharsuguda.
Even neighbouring Cuttack (367) performs better.
Khordha particularly underperforms in:

- Governance Processes
- Overall Score
Its digital learning score remains respectable but not exceptional.
Regional Competition Map
Western Odisha dominates
Among the state's strongest performers, western Odisha leads the pack with Jharsuguda ranked number 1 followed by Jagatsinghpur and Sambalpur. Cuttack trails narrowly behind Sambalpur. The big takeaway is State District HQ Khordha trails behind Kalahandi.

Coastal Odisha shows mixed performance
While coastal Odisha traditionally enjoys better infrastructure, the rankings are uneven.
Top coastal performers include:
- Jagatsinghapur — 370
- Cuttack — 367
- Khordha — 359
- Ganjam — 352
- Bhadrak — 350
- Puri — 347
But several coastal districts remain in the lower half:

- Balasore — 338
The data suggest that infrastructure alone is no longer translating into superior school outcomes.
Southern Odisha presents two contrasting stories
Southern Odisha displays perhaps the widest internal divide.
Positive performers include:
- Koraput — 342
- Kandhamal — 336
- Rayagada — 329
But the state's lowest-ranked districts are concentrated here:
- Gajapati — 326
- Nabarangpur — 315
- Malkangiri — 306
The weakest scores are largely driven by lower performance in the Outcomes category, which carries nearly half of the PGI-D weightage.
The Real Story Is Learning
The Ministry has designed PGI-D to give 48% weightage to Outcomes, making learning achievement – not infrastructure – the biggest determinant of district performance. The framework assesses districts across six categories worth 600 points: Outcomes, Effective Classroom Transactions, Infrastructure & Student Entitlements, School Safety & Child Protection, Digital Learning, and Governance Processes.
That explains why districts with fewer urban advantages can outperform more developed regions if students learn better and governance functions more effectively.
Industrial Districts Winning?
One noticeable trend is that Odisha's industrial districts dominate the rankings.
- Jharsuguda
- Sambalpur
- Angul
- Sundargarh
all appear among the state's best performers.
These districts have benefited over the past decade from stronger CSR investments, better teacher deployment, improved connectivity and more stable school infrastructure.
What Policymakers Should Learn
The rankings suggest Odisha's educational geography is changing.
The traditional coastal advantage appears to be narrowing, while western districts are increasingly competing on learning quality rather than merely infrastructure.
For policymakers, the biggest message may be this:
When districts
such as Jharsuguda, Sambalpur and Sundargarh, where governance, classroom
practices and learning outcomes are producing stronger results than many
expected, why the coastal districts from Puri to Balasore have been lagging behind
Kalahandi?
