Bhubaneswar, Feb 26: With the Rajya Sabha elections approaching, all eyes are on the Bharatiya Janata Party (BJP) in Odisha, which has confidently staked claim to the fourth seat from the state. While the party’s numerical strength ensures a comfortable victory for two candidates, the battle for the additional seat has turned into a test of political strategy rather than simple arithmetic.
State BJP president Manmohan Samal on Friday indicated that the suspense over nominees would soon end, confirming that the state unit has forwarded probable names to the party’s Parliamentary Board for final approval. BJP’s Odisha in-charge Vijayapal Singh Tomar echoed confidence about smooth elections and “the right candidates” being fielded.
In the 147-member Odisha Assembly, the BJP commands 82 MLAs, including three Independents. The Biju Janata Dal (BJD) has 50 members, while the Congress holds 14 seats. Two suspended BJD MLAs have hinted at voting independently, potentially bringing the party’s effective strength down to 48.
With at least 30 first-preference votes required to elect one Rajya Sabha member, the BJP can easily secure two seats. However, to clinch the fourth seat, it would still require at least eight additional votes beyond its assured tally — a gap that has triggered intense political speculation.
The central question is whether the BJP will attempt to engineer cross-voting from Congress or BJD legislators, or whether it will pursue a more calibrated political understanding with the BJD leadership.

✨Historically, the BJP and the BJD, led by Naveen Patnaik, have demonstrated an ability to cooperate on key national positions despite being rivals in state politics. The BJD had extended support to NDA nominees in constitutional elections for Speaker of the Lok Sabha, President, and Vice President. In the previous Rajya Sabha polls as well, the BJD backed the BJP’s nominee Ashwini Vaishnaw, enabling his smooth entry into the Upper House.
Given this precedent, political observers believe a tacit understanding cannot be ruled out — particularly if it aligns with broader strategic interests at the national level.
Meanwhile, Odisha Pradesh Congress Committee (OPCC) president Bhakta Charan Das has proposed a joint opposition candidate for the fourth seat and expressed optimism about receiving a positive response from Patnaik. If the BJD and Congress vote together cohesively, they can potentially secure the fourth seat themselves.
However, the success of such a move would depend on strict vote discipline — something that cannot be taken for granted amid shifting political currents.
With the BJP enjoying clear numerical advantage but lacking a decisive surplus for the fourth seat, the forthcoming Rajya Sabha contest is shaping up as a referendum on Odisha’s evolving political equations. Whether the outcome hinges on cross-voting, quiet negotiations, or opposition unity, the election will offer fresh clues about the state’s political alignments ahead of larger battles to come.
For now, the arithmetic is clear — but the politics remains fluid.
