Bhubaneswar, Dec 12: The Excise Department has ordered a
high-level inquiry into the fire that broke out at the No Limit bar in Satya
Vihar area under the Mancheswar police limits here in Odisha on Friday morning,
amid allegations of illegal liquor and hookah operations.
Excise Commissioner P. Anvesha Reddy directed the State Flying Squad Superintendent and Bhubaneswar Excise Superintendent to conduct a detailed probe and submit a report at the earliest.
Blaze destroys property worth crores
The fire, which erupted around 8:30 AM yesterday, gutted property valued in crores before five teams from the Fire Services Department managed to bring the flames under control. While the exact cause of the blaze is yet to be determined, the incident has intensified scrutiny of the establishment’s operations.
Investigation into illegal activities
Officials will record statements from local residents and
staff of the adjoining Living Paradise Hotel. CCTV footage will also be
examined to verify complaints that the restaurant was running unlicensed liquor
and hookah services. The Commissioner has made it clear that strict action will
follow if violations of excise rules are established.

Allegations of liquor supply
Despite lacking a valid excise licence, allegations suggest liquor bottles were being supplied from the restaurant’s Rajmahal branch. Reports also claim that hookah sessions and late-night parties were common, with DJs drawing large youth crowds. Police had earlier warned the management against operating without proper authorisation.
Past incidents raise concerns
The venue has faced repeated complaints over unlicensed liquor sales, public smoking, and late-night disturbances. Earlier this year, a stabbing incident involving youths was reported at the same location, raising concerns about lax enforcement. Excise Superintendent Devendra Patel said that violations, if proven, will invite stringent measures.
Crackdown on illegal bars
The blaze has renewed focus on Bhubaneswar’s nightlife sector, where several restaurants and bars have previously been booked for operating without licences. The Excise Department has instructed officials to intensify raids, enforce the COTPA Act against public smoking, and ensure fire safety compliance in licensed establishments.
