Cuttack, Oct 9: The Orissa High Court has given a green signal for organizing the historic Bali Jatra on both the upper and lower banks of the Mahanadi River in Cuttack.

 

The decision came after the Cuttack District Collector Dattatraya Bhausaheb Shinde submitted a detailed affidavit clarifying the arrangements and feasibility of hosting the event across both sides.

 

The HC emphasized that during the festival, strict measures must be taken to control noise pollution and ensure proper organization of temporary vendors. It directed authorities to provide all basic amenities to stall owners and maintain order throughout the event.

Bali Jatra 2025 had sparked controversy over whether the upper riverbank would be included in the festivities. Several social organizations and political leaders had appealed to the Chief Minister Mohan Charan Majhi to allow the event on both banks, citing cultural significance and public demand.

 

In addition to the festival ruling, the High Court also addressed civic concerns regarding the deteriorating condition of roads in Cuttack city. During a public interest litigation hearing, the court criticized the city engineer and instructed that all damaged roads be repaired by the end of 2025. The directive aims to ensure better infrastructure and convenience for residents.

 

The Bali Jatra, one of the world’s largest and most iconic festivals, commemorates the ancient maritime trade links of the region. With the High Court’s approval, preparations are expected to accelerate, ensuring a vibrant and inclusive celebration this year.
