Curtains Down On Odisha Assembly Budget Session

Key Points

Key bills, such as the Odisha Universities Amendment Bill 2024 and the Odisha State Highways Authority Bill 2025, were passed amidst extended discussions

Bhubaneswar, Apr 2: The third session of Odisha’s 17th Legislative Assembly concluded on an indefinite note, following the Speaker's decision to adjourn proceedings prematurely.

Originally planned for 28 working days, the session lasted 25 days and witnessed heated debates and landmark decisions. Key bills, such as the Odisha Universities Amendment Bill 2024 and the Odisha State Highways Authority Bill 2025, were passed amidst extended discussions.

The Odisha Universities (Amendment) Bill, 2024', which seeks to give more autonomy to universities for recruitment and other activities, and 'The Odisha State Highways Authority Bill, 2025', which seeks to establish a body on the lines of NHAI for planning, development, maintenance and management of highways and major roads in the state, were passed by voice vote after long hours of debate.

The budget for the financial year 2025-26 was also approved during this session.

The Assembly session gained historic significance as, for the first time, all Congress MLAs were suspended from the House for their conduct. Though important tasks were completed, a lack of further significant agendas prompted the ruling party's Chief Whip to propose adjournment, leading to support from legislators Rupu Bhatra and Shatrughna Jena. Speaker announced the indefinite adjournment of the House, marking a unique conclusion to a vibrant session.
