Bhubaneswar, Feb 6: Odisha Chief Minister Mohan Charan Majhi on Friday outlined the state’s technology and investment roadmap at the inaugural India Black Swan Summit 2026, held in the presence of President Droupadi Murmu.

Addressing the gathering, the chief minister said the summit aims to bring together governments, institutions and companies to develop sustainable projects and strengthen collaboration in emerging sectors.

He said Odisha has undertaken structural reforms to improve the investment climate, including simplifying business processes, strengthening single-window systems and introducing policies for information technology, electronics, financial technology and artificial intelligence.

Referring to the state’s industrial push, the chief minister said projects worth more than Rs 2.5 lakh crore have been inaugurated or had foundation stones laid within a year of the Utkarsh Odisha–Make in Odisha programme held in January 2025.

The chief minister also highlighted the BharatNetra programme, launched under the guidance of Prime Minister Narendra Modi, and said it is built on four pillars — skills, mindshare, innovation and global capability centres. Under the initiative, more than 7,000 youth are to be trained over the next five years in areas such as financial technology and insurance technology.

He said the programme is being implemented in partnership with the Global Finance and Technology Network (GFTN) of Singapore and the Asian Institute of Digital Finance (AIDF) at the National University of Singapore. According to the chief minister, the first batch of trainees has completed training and secured employment.

The state government has implemented IT Policy 2025 and plans to introduce a FinTech Policy in the coming months, he said, adding that initiatives such as setting up data centres and semiconductor industries are aimed at strengthening the technology ecosystem.

The India Black Swan Summit, which began Thursday, has drawn 1,700 delegates from 24 countries, according to the organisers. The event focuses on artificial intelligence, financial technology and insurance technology, aligned with Odisha’s Vision 2036 and Vision 2047 goals.

The chief minister thanked the president for attending the summit.
