Bhubaneswar, March 17:A dramatic episode of cross-voting in the Rajya Sabha elections from Odisha has exposed deepening fault lines within the Biju Janata Dal (BJD), raising fresh questions about the political authority of its long-time supremo Naveen Patnaik.

The unexpected defection of votes from within the ruling party ranks enabled the victory of Dilip Ray, a candidate backed by the Bharatiya Janata Party (BJP), and led to the defeat of the BJD-supported nominee Dr Datteswar Hota. Political observers say the development is one of the most visible manifestations of internal discontent within the regional party in recent years.

According to reports, eight MLAs from the BJD’s present strength of 50 (this included two suspended legislators) in the Odisha Legislative Assembly allegedly voted against the party line. The scale of the cross-voting has triggered intense speculation within political circles about the growing dissatisfaction among sections of the party’s legislators.

Several of those believed to have rebelled are said to be unhappy with what they describe as the absence of meaningful intra-party democracy and the marginalisation of senior leaders who were once associated with the party’s founding years. Over the past two decades, critics have often accused the leadership of sidelining dissenting voices, with many former leaders either leaving the party or fading from the political landscape.

For years, Patnaik’s leadership of the BJD had been marked by a reputation for tight organisational control and political invincibility. That perception, however, has gradually weakened after the party’s defeat in the 2024 Assembly elections, which ended its uninterrupted 24-year rule in Odisha.

The party’s struggles have continued since then. Political analysts point out that the leadership’s declining electoral strength became evident when Patnaik contested from two Assembly constituencies in the 2024 polls-Hinjili in Ganjam district and Kantabanji in western Odisha. While he retained Hinjili with a relatively narrow margin of 4,636 votes, he suffered a decisive defeat in Kantabanji at the hands of BJP candidate Laxman Bag by 16,344 votes.

The BJD’s political vulnerabilities were further highlighted during the 2025 by-election in Nuapada, which analysts say underscored the party’s waning influence in several parts of the state.

The latest Rajya Sabha setback is therefore being viewed not merely as an electoral loss but as a signal of deeper structural challenges within the party. Analysts believe the episode could embolden disgruntled leaders and complicate efforts by the BJD leadership to maintain organisational cohesion.

“The Biju Janata Dal was established in 1997 as a regional force emerging from a mass movement against the governance failures of the then Congress regime,” said political commentator Prof. Kishore Mohapatra. “But over time, shifts in political strategy and internal dynamics appear to have created dissatisfaction among some leaders and party workers.”

With urban local body elections expected in the coming months, the developments are likely to test the resilience of the BJD’s organisational structure as it attempts to rebuild its political footing in a rapidly changing political environment in Odisha.
