Viksit Odisha / BDA Resolves Settlement Record Discrepancies for K-7 Allottees in Ghatikia

Bhubaneswar, Sept 10: The Bhubaneswar Development Authority (BDA) has successfully resolved long-standing discrepancies in settlement records relating to the K-7 plotted scheme of Ghatikia Mouza, bringing major relief to genuine allotment holders who had faced hurdles in availing post-allotment services for decades.

Residential plots under the Kalinganagar Plotted Development Scheme were allotted in 1991. While the plots were correctly positioned and identifiable on the ground, inconsistencies in revenue records created difficulties for beneficiaries in accessing services such as lease deeds and conversion of leasehold properties into freehold.

Affected allottees had earlier sought intervention from the Housing and Urban Development Minister and BDA Chairman Krushna Chandra Mahapatra. Acting on government directions, BDA initiated time-bound proceedings, appointing lawyers to safeguard the interests of genuine beneficiaries.

To expedite resolution, the Member, Board of Revenue, conducted weekly hearings. In an interim order, the Court directed BDA, the General Administration and Public Grievance Department, the Revenue and Disaster Management Department, and other authorities to jointly conduct a field inspection. A detailed report was subsequently submitted.

Following hearings, orders were pronounced in 218 cases. Based on the findings, the Court directed the Bhubaneswar Tahsildar to carry out necessary corrections in plot areas and maps.

The decision is expected to remove long-standing hurdles, enabling K-7 allotment holders to smoothly access post-allotment services. The coordinated intervention of the State Government, Board of Revenue and BDA reflects a commitment to citizen-centric governance and timely resolution of public grievances. Beneficiaries expressed gratitude to the authorities for addressing the issue that had persisted for years.
