Bhubaneswar, May 6: The Bhubaneswar Development Authority (BDA) has released a detailed draft Standard Operating Procedure (SOP) for land parcel reconstitution under Town Planning (TP) Schemes 42 to 45 in Zone-IV, aimed at establishing a transparent and structured framework for easy, fair, and equitable distribution of reconstituted plots while maximising benefits for landowners.
Areas Covered Under SOP
The SOP applies to land parcels falling under Bijipur, Kasipur, Bhagabanpur, Baliapada, and Patrapada villages. It seeks to streamline the process through uniform guidelines to ensure equitable land distribution, reduce disputes, and enhance stakeholder confidence.
Amalgamation Provision Explained
A key feature of the draft SOP is the provision for voluntary amalgamation of plots within the same mouza. Under this, landowners combining their holdings will receive 60% of the total land area after a standard 40% deduction.
The SOP also makes amalgamation mandatory in cases where a single owner holds multiple plots under different khata numbers within the same mouza.
Additionally, the framework allows:
Merging of smaller plots
Submission of joint applications by multiple landowners
Allotment of reconstituted plots along wider roads, subject to feasibility
FAR Incentives for Planned Growth
To encourage planned urban expansion, the SOP introduces Floor Area Ratio (FAR) incentives for larger amalgamated plots. Higher FAR benefits will be linked to increased plot size and better road frontage, a move expected to boost investment and promote optimal land use.
Public Consultation Window
The BDA has invited suggestions and feedback from stakeholders and the general public within seven days of the notification, underlining its commitment to participatory urban planning and sustained urban development.
