Bhubaneswar, May 26: Bhubaneswar Development Authority (BDA) has issued a draft Standard Operating Procedure (SOP) for Town Planning (TP) Schemes 05 to 07 in Zone-1, focusing on land reconstitution and structured urban development.

The move aims to ensure transparent, fair, and dispute-free distribution of reconstituted plots, while safeguarding the interests of landowners.

The draft SOP covers areas under Malipada and Daspur revenue villages. It introduces simplified guidelines for plot reconstitution, allowing landowners to voluntarily merge plots within the same mouza.

Owners who opt for such consolidation will receive 60 per cent of the total land area back after a 40 per cent deduction for infrastructure and public amenities. This provision is expected to maximize benefits for landowners while promoting planned urban growth.

Significantly, the SOP permits merging of multiple plots owned by the same individual under different account numbers within a single mouza.

It also allows multiple landowners to combine smaller plots through registered agreements, enabling allocation of larger, better-positioned plots along major roads. This flexibility is designed to encourage efficient land use and reduce disputes.

To further incentivize planned development, BDA has proposed Floor Area Ratio (FAR) benefits for larger consolidated plots. This measure is expected to attract investment, improve land utilization, and support modern infrastructure in developing areas.

By encouraging voluntary consolidation and offering FAR incentives, BDA hopes to create a more organized urban landscape while protecting landowners’ rights.

Public participation remains central to the process. Landowners, stakeholders, and citizens have been invited to submit feedback and suggestions within seven days of the notification.

BDA believes this collaborative approach will refine the SOP, making it more inclusive and beneficial for all parties involved. This initiative marks a significant step toward structured urban expansion in Bhubaneswar.
