Bhubaneswar, Oct 29: In a significant step toward enhancing urban connectivity and infrastructure, the Bhubaneswar Development Authority (BDA) conducted a Gram Sabha at Andharua Panchayat to discuss the construction of a vital Comprehensive Development Plan (CDP) Road, officials said Wednesday.
The proposed road will link Khandagiri–Chandaka Road to Andharua and Daspur, forming a key corridor in the city’s New City expansion plan.
The meeting was held in accordance with the Forest (Conservation) Act, 1980, and was chaired by Swarnalata Baliyarsingh, Sarpanch of Andharua. It was attended by key officials including Devi Prasad Mohanty (BDO, Bhubaneswar), Prateek Patnaik (Land Acquisition Officer, BDA), Sabyasachi Khuntia (Revenue Inspector, Andharua), and Dhyan Tudu (Deputy Ranger, Chandaka Wildlife Division).
The Gram Sabha unanimously supported the construction of the 2.72-kilometre-long and 200-feet-wide CDP Road. Officials emphasized that the project will significantly reduce travel time, improve local connectivity, and unlock economic opportunities for residents of Andharua and nearby villages.

This road is part of BDA’s broader initiative to develop 24
CDP roads across Bhubaneswar, aimed at improving access to emerging urban
zones. Other notable projects under this initiative include the approach road
to the New Bhubaneswar Railway Station, the Nuagaon–Kateni connector via TP
Scheme No. 08, and the Khandagiri–Chandaka–Andharua–Daspur route.

These infrastructure developments are integral to the New City Project, which spans nearly 800 acres across Gothapatna, Malipada, and Dasapur mouzas. The project envisions a modern, sustainable, and inclusive urban centre within the Bhubaneswar Development Plan Area (BDPA), aligning with the city’s long-term growth strategy.
With community support and strategic planning, the BDA aims to transform Bhubaneswar into a future-ready metropolis that balances development with environmental responsibility.
