Bhubaneswar, Sep 1: The Bhubaneswar Development Authority (BDA) is set to unveil a new Comprehensive Development Plan (CDP) for 2025, marking a significant expansion in its planning jurisdiction.
The upcoming CDP will reportedly include 560 villages, covering an area of 1,122 sq km, a substantial increase from the 260 villages covered under the 2014 CDP.
In a bid to further extend its reach, BDA has proposed the inclusion of an additional 143 villages to the State Government, which is currently under review.
The process of preparing the new CDP is underway, with tenders already invited for conducting surveys across the newly added villages. Once finalized, the selected agency will carry out detailed mapping and planning.

Public hearings have already been conducted in many villages, while grievance hearings are scheduled for the remaining areas. The feedback from these sessions will be crucial in shaping the final blueprint of the CDP.
The 2014 CDP is also being modified to align with current urban needs and infrastructure demands. This revision aims to unlock new opportunities for housing, connectivity, sanitation, and public services in the extended planning area.
The new CDP is expected to address rapid urbanization,
promote balanced regional development, and ensure sustainable growth for
Bhubaneswar and its surrounding regions. With a focus on inclusivity and
long-term planning, BDA’s initiative is poised to transform the capital region
into a future-ready urban ecosystem.
