Cuttack, Sep 29: The iconic Bali Jatra festival may return to Upper Field in Cuttack this year, but its final approval hinges on the decision of the Orissa High Court.
The Cuttack district administration has prepared a detailed plan for organizing the fair at the disputed site and will soon present it before the court for consideration.
Cuttack Collector Dattatraya Bhausaheb Shinde confirmed that if the High Court grants permission, Bali Jatra will be held at Upper Field with a revised plan that ensures compliance with legal and logistical requirements.
A crucial meeting was held at the Collector’s residence to discuss the matter, attended by representatives from major political parties including BJP, BJD, and Congress, along with local MLAs from Cuttack Sadar and Barabati, the MP’s representative, and members of the Puja and Peace Committees.

The meeting reflected a unified demand from various stakeholders to revive Bali Jatra at Upper Field, a location that has long been associated with the cultural heritage of Cuttack. The earlier decision to restrict the fair to only Lower Field had sparked public discontent and political opposition.
Meanwhile, the district administration has confirmed that Bali Jatra will be organized over 60 acres of land at Lower Field, regardless of the court’s decision. This ensures that the festival will proceed in some capacity, preserving its legacy and public engagement.
The final verdict from the High Court will determine whether
Upper Field can once again host the historic fair. Until then, preparations
continue, and the people of Cuttack remain hopeful for a favourable outcome
that honours tradition and public sentiment.
