According to Patro's letter, APSEC had sought a detailed factual report from the district collector through a letter, dated November 4, regarding the proposed electoral exercise in the area.

Patro seeks report to decide next legal steps
Describing himself as the primary petitioner who had raised concerns over the proposed elections, Patro said he wanted a copy of the collector's report to understand the official position and determine the necessary legal steps.

He requested the authorities to provide the document at the earliest and sought written communication on the action initiated by the Collector and District Election Authority.

In his representation, Patro identified Kotia as part of the Koraput Scheduled District under Pottangi block, police station and tahsil in Odisha.

The letter was addressed to the Parvathipuram Manyam district collector and the AP State Election Commission's Joint Director. Copies were also marked to the Union Home Secretary and the Chief Electoral Officer of Andhra Pradesh.

Patro, who is based in Jeypore in Koraput district, submitted the representation in continuation of his earlier constitutional petition to the Union Home Ministry.
