Bhubaneswar, Feb 22: The Odisha Govt is planning to give Cuttack a completely new look, with an intention to develop it as a new city, says Housing & Urban Development Minister Dr Krushna Chandra Mahapatra.
Speaking about various planning on this regard, Dr Mahapatra said that Mahanadi will get a riverfront. In addition, the sewage and drainage system will be improved. “A ‘Town Planning’ for the development plans for Cuttack has been prepared,” said the Urban Development Minister.
The H&UD Minister also said the Odisha Govt will give justice to the land owners who are being harassed by powerful people.
“The Odisha Govt will take the land, which the people were unable to sell, through TP (Town Planning) Scheme,” said Dr Mahapatra. “The state government will take only 40 per cent of the land for the construction of roads and drains,” he explained.
“The remaining 60 per cent of the land will be returned to the owners, so that they can sell the plot at a reasonable price,” asserted the Odisha H&UD Minister.
What is TP Scheme?
The TP Scheme carries a basic concept of pooling together all the land under different ownerships and redistributing it. The process will be conducted in a properly reconstituted form after deducting the land required for open spaces, social infrastructures, services, housing for the economically weaker section, and road network.
Through this process, the local authority will be able to develop land without fully acquiring it. It also gives the Govt a positive control over the design and dynamics the timing of the urban growth.
Odisha is not the first state to practice the method. It is extensively practiced in Gujarat and Maharashtra, while Kerala follows the process selectively. The process is practiced occasionally in Andhra Pradesh and Tamil Nadu as well.
