New Delhi, Dec 15: Union Education Minister Dharmendra
Pradhan on Monday introduced the Viksit Bharat Shiksha Adhishthan Bill, 2025 in
the Lok Sabha, aiming to empower universities and higher educational
institutions to achieve excellence in teaching, learning, research, and
innovation. The Bill also seeks to establish a transparent system of
accreditation and autonomy to strengthen India’s higher education framework,
the Minister said.

The proposed Bill is envisioned as a transformative step towards Atmanirbharta in the education sector. It seeks to create a robust talent pool by fostering critical and innovative thinking among students, with a strong emphasis on reskilling and upskilling to meet global challenges.
The introduction of the Bill, however, witnessed opposition from Congress MP Manish Tewari and TMC MP Saugata Roy, who raised concerns over its scope and implementation.

Parliamentary Affairs Minister Kiren Rijiju, responding to
the objections, noted that during the Business Advisory Committee meeting,
several MPs had stressed the need for wider consultations. In line with this,
the government has proposed to refer the Bill to the Joint Committee of
Parliament (JPC) for detailed scrutiny.

By sending the Bill to the JPC, the government has signaled its willingness to incorporate diverse perspectives and ensure consensus-building on reforms in higher education. The Viksit Bharat Shiksha Adhishthan Bill, 2025, thus represents a significant attempt to align India’s higher education system with global standards while addressing domestic aspirations.
