Viksit Bharat / Rajnath Singh Releases ‘Raksha’ Defence Diplomacy Document

New Delhi, Sept 3: Defence Minister Rajnath Singh on Thursday released the ‘RAKSHA’ document on defence diplomacy, presenting a comprehensive framework that charts India’s strategic roadmap for global defence partnerships over the next decade, officials said.

The document marks a significant shift in India’s strategic engagement, aligning national security objectives with proactive international cooperation. It seeks to foster long-term stability, mutual growth, and a rule-based global order.

The blueprint rests on four key pillars. Strategic Partnerships will deepen bilateral and multilateral security cooperation, while Capacity Building focuses on joint military exercises, training programmes, and sharing best practices with friendly nations. The emphasis on Indigenous Exports highlights India’s ambition to promote Make-in-India defence platforms, positioning the country as a reliable global hub for defence manufacturing. The fourth pillar, Maritime Security, underscores India’s role as a Net Security Provider and First Responder in the Indian Ocean Region.

Officials said the document reflects India’s evolving defence diplomacy as a core pillar of foreign policy, ensuring that the country remains an anchor of peace and stability in an increasingly complex global landscape.

Senior officials including Chief of the Army Staff General Dhiraj Seth, Defence Secretary Rajesh Kumar Singh, Secretary (Defence Production) Sanjeev Kumar, Secretary (East) Ministry of External Affairs Rudrendra Tandon, Vice Chief of the Air Staff Air Marshal Ashutosh Dixit, Vice Chief of the Naval Staff Vice Admiral Ajay Kochhar, and Chief of Integrated Defence Staff to Chairman Chiefs of Staff Committee Air Marshal Tejinder Singh were present on the occasion.

The ‘RAKSHA’ document is expected to guide India’s defence diplomacy for the next decade, providing actionable strategies to strengthen partnerships, enhance capacity, and expand India’s footprint in global security frameworks.
