PM Modi To Inaugurate 'Seva Teerth' Complex

Key Points

  • PM Modi will inaugurate 'Seva Teerth', the new integrated administrative complex housing the PMO, Cabinet Secretariat, and NSCS.
  • Kartavya Bhavan-1 & 2 will consolidate 11 key ministries, enhancing inter-ministerial coordination and citizen services.
  • The shift from South Block to Seva Teerth on February 13 marks the transition from colonial governance to a modern, service-centric model.
New Delhi, Feb 13: Prime Minister Narendra Modi will unveil the name of the new administrative complex ‘Seva Teerth’ in the national capital on Friday and formally inaugurate the building along with Kartavya Bhavan-1 and 2 later in the evening.

According to an official release from the Prime Minister’s Office, the inauguration marks a significant milestone in India’s administrative governance architecture and reflects the Prime Minister’s commitment to building a modern, efficient, accessible and citizen-centric governance ecosystem.

Seva Teerth will house the Prime Minister’s Office (PMO), the National Security Council Secretariat and the Cabinet Secretariat, which were previously functioning from different locations. The new complex consolidates these key offices within a single, secure and future-ready facility.

Consolidation of Key Ministries in Modern Infrastructure

Kartavya Bhavan-1 and 2 will accommodate several major ministries, including Finance, Defence, Health & Family Welfare, Corporate Affairs, Education, Culture, Law & Justice, Information & Broadcasting, Agriculture & Farmers Welfare, Chemicals & Fertilisers, and Tribal Affairs.

Officials said that for decades, multiple government offices operated from ageing and fragmented infrastructure across the Central Vista area, leading to coordination challenges, higher maintenance costs and operational inefficiencies. The new complexes aim to address these issues by bringing administrative functions under integrated, digitally enabled workspaces.

Both buildings feature structured public interface zones, centralised reception facilities and digitally integrated offices designed to enhance inter-ministerial coordination and citizen engagement.

Eco-Friendly Design With Advanced Security Systems

Designed in line with 4-Star GRIHA standards, the complexes incorporate renewable energy systems, water conservation measures, waste management solutions and high-performance building envelopes to reduce environmental impact.

The facilities are also equipped with smart access control systems, surveillance networks and advanced emergency response infrastructure to ensure safety and security for officials and visitors.

The Prime Minister will unveil the name at around 1:30 pm and address a public programme at 6 pm following the formal inauguration ceremony.

Symbolic Date and Shift From South Block

Union Minister (Independent Charge) for Science and Technology Jitendra Singh highlighted the symbolic significance of the inauguration date. He stated that February 13, 1931, was the day the British formally declared New Delhi as the capital of colonial India.

Singh wrote on social media on Thursday that the move of the PMO from South Block to Seva Teerth represents a decisive transition. “Tomorrow, 13 Feb 2026, the history of independent India takes a new turn. The iconic PMO moves from the British era South Block to its new address, #SevaTeerth,” he said, adding that the shift reflects the Prime Minister’s resolve to shed colonial legacies and build a self-reliant India.

The Prime Minister’s official residence was earlier renamed Lok Kalyan Marg in 2016. According to government sources, similar changes have been initiated across states, with Raj Bhavans being renamed Lok Bhavans, signalling what officials describe as a shift in governance philosophy from authority to responsibility and from power to service.
