New Delhi, Oct 7: Prime Minister Narendra Modi on Wednesday called for a free, open, secure and rules-based maritime order, asserting that global cooperation and dialogue are essential to ensuring peace, stability and prosperity across the world's oceans.

In a written message to the third edition of Sagarmanthan: The Great Oceans Dialogue, organised by the Ministry of Ports, Shipping and Waterways (MoPSW) and the Observer Research Foundation (ORF), Modi welcomed policymakers, maritime leaders and experts from across the globe and underscored the growing importance of maritime collaboration in an interconnected world.

Oceans and opportunity

Explaining the significance of the conference, Modi said the term "Sagarmanthan", or churning of the ocean, occupies a special place in Indian tradition and symbolises the discovery of new possibilities.

He noted that events occurring in one part of the world increasingly affect regions far beyond their shores, making international cooperation on ocean-related issues more critical than ever. According to the Prime Minister, oceans should serve as a source of shared prosperity where every nation has an equal opportunity to participate and grow.

India's maritime ambitions

Highlighting India's maritime progress, Modi said the country's major ports have nearly doubled their capacity in recent years while vessel turnaround times have reduced significantly. He also pointed to reforms in maritime governance through new-generation laws aimed at creating a modern and efficient framework for the sector.

The Prime Minister said India was investing heavily in ocean science and exploration to better understand marine ecosystems and utilise ocean resources responsibly.

Sustainable growth

Modi stressed that India's relationship with the oceans extends beyond economic opportunity and includes a responsibility to protect marine and coastal ecosystems. He said the country's maritime vision is anchored in cooperation, trust, mutual respect and mutual benefit.

He also highlighted the growing contribution of Indian seafarers, noting that they now constitute the second-largest maritime workforce globally and continue to earn recognition across international shipping networks.

Expressing confidence in the outcomes of the dialogue, Modi said Sagarmanthan would help generate fresh ideas, strengthen partnerships and create opportunities for future generations while advancing a sustainable and inclusive maritime future.
