Health Ministry orders hospitals to display treatment charges prominently, ensuring transparency, reducing billing disputes, and helping domestic and international patients make informed decisions and plan medical expenses effectively.

New Delhi, Oct 13: In India’s crowded hospital corridors, the fear of illness is often matched by the dread of the bill. For countless patients, the uncertainty of medical costs overshadows the promise of care.

Now, the Union Ministry of Health and Family Welfare is stepping in, urging States and Union Territories to make healthcare pricing transparent.

By directing clinical establishments to prominently display the rates for their services and facilities, the ministry hopes to replace anxiety with clarity, giving patients the power to plan and choose their treatment with confidence.

In a letter addressed to Chief Secretaries, Union Health Secretary Punya Salila Srivastava urged authorities to review compliance with existing regulations and take appropriate measures to guarantee that healthcare charges are clearly visible and easily accessible.

“I request you to review compliance with the rules related to rate display and advise the concerned authorities to ensure their proper implementation,” Srivastava wrote.

The Health Secretary stressed that conspicuous display of rates would help patients and families understand the likely cost of treatment, plan medical expenditure, and avoid confusion or billing disputes. Such transparency, she noted, would also foster greater trust in the healthcare delivery system.

The directive refers to the Clinical Establishments (Registration and Regulation) Act, 2010 and the Clinical Establishments (Central Government) Rules, 2012, which mandate that hospitals in applicable States and UTs display rates for each type of service and facility at a conspicuous location, in both English and the local language.

In States and UTs where the Act is not in force, healthcare institutions are governed by respective local frameworks, many of which also contain provisions requiring rate display.

Recognising that health is a State subject, Srivastava emphasized that enforcement rests with the States and UTs, and sought the personal attention of Chief Secretaries to ensure effective compliance.

The letter also highlighted the importance of transparency for international patients. States and UTs have been asked to encourage hospitals to display package rates for foreign nationals arriving on Medical or Ayush Visas, helping them compare costs, reduce grievances, and strengthen India’s reputation as a trusted destination for medical and Ayush care.
