Phnom Penh, Sep 13: India has expanded its maritime footprint in Southeast Asia with a historic first port call at Cambodia’s Ream Naval Base.

The Indian Navy’s INS Kulish arrived as part of the Eastern Fleet’s operational deployment, a visit designed to reinforce naval cooperation and build stronger professional linkages between the two countries.

Representatives of the Royal Cambodian Navy and officials from the Embassy of India welcomed the ship upon arrival, the Ministry of Defence said in a statement. During its stay, INS Kulish will host professional exchanges, familiarisation visits, sports fixtures, and structured naval engagements, offering opportunities to share domain expertise and enhance operational synergy.

“The port call forms part of India’s continuing efforts to expand maritime outreach across the Indo-Pacific and is in keeping with the Act East Policy, the vision of MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions) and India’s endeavour to promote a free, open and inclusive maritime environment,” the Ministry noted.

The Indian Embassy in Cambodia added that the visit further consolidates maritime ties between the two nations.

This engagement follows the second edition of the joint military exercise CINBAX-II 2026, held in May between the Indian Army and the Royal Cambodian Army. Conducted at the Techo Sen Phnom Thom Mreas Provincial Royal Cambodian Air Force Training Centre in Kampong Speu Province, the two-week exercise concluded on May 16.

According to the Indian Army, the exercise focused on “joint coordination in planning and execution of coordinated tactical operations in a sub-conventional, semi-urban environment.” Soldiers from both sides demonstrated “a high degree of professionalism and commitment” during tactical drills, culminating in a validation exercise.

Highlighting its significance, the Army said, “CINBAX II 2026 strengthens bilateral military relations and fosters ties between the two nations.”
