From Latur Earthquake to NEET Tremor: How Chemistry Tutor Shivraj Motegaonkar Built ₹100Cr Empire Before Emerging NEET Paper Leak’s Key Man| Special Report

Bhubaneswar: Thirty-three years after the devastating 1993 Latur earthquake shook India and claimed thousands of lives, the Maharashtra district has once again grabbed national headlines – this time over a tremor of a very different kind, one whose aftershocks have rattled India's medical entrance examination system.

The Central Bureau of Investigation's (CBI) chargesheet in the NEET-UG 2024 paper leak case identifies Shivraj Raghunath Motegaonkar, founder of Latur-based Renukai Career Centre (RCC), as one of the principal commercial conspirators who allegedly financed the procurement of leaked examination content.

With the alleged conspiracy centring around Latur-based meetings, Marathi-English translators, coaching operators and a local hospital, the spotlight has inevitably turned to the man who transformed a modest chemistry tuition class into one of Maharashtra's biggest medical coaching brands.

From Chemistry Tutor to Coaching Baron

Motegaonkar's story began not in boardrooms but in a small classroom.

Starting as a chemistry teacher in the late 1990s, he formally established Renukai Career Centre (RCC) in 2003 in Latur. Over the next two decades, RCC rode the city's reputation as Maharashtra's medical coaching capital and expanded into a multi-city coaching network.

Enter The Motegaonkar

Shivraj Motegaonkar (then a young Chemistry teacher) formally founded Renukai Career Centre (RCC) in 2003 at Latur after starting out teaching small batches in a rented room in the late 1990s. Latur is widely recognized in Maharashtra politics as an unshakeable, traditional fortress of the Indian National Congress.

The region’s modern political identity was built entirely by former two-time Congress Chief Minister Vilasrao Deshmukh. The Deshmukh family has dictated the economic, institutional, and educational framework of Latur for decades.

According to videos available in public domain, it is therefore natural that Motegaonkar was seen campaigning and delivering speeches and canvassing support for  Vilasrao’s son, Amit Vilasrao Deshmukh, who won the MLA seat four consecutive times (2009, 2014, 2019, and 2024 Assembly elections).

A glance at the local media reports and video footages in public domain shows Motegaonkar is heard declaring absolute allegiance, stating he would remain loyal to the party for his "next seven lifetimes".  

In 2003, when the Renukai Career Centre (RCC) was founded, the MLA representing the un-demarcated Latur Assembly constituency was the legendary senior Congress leader Vilasrao Deshmukh, father of Amit. Vilasrao Deshmukh represented the Latur Assembly seat for five terms as a Congress MLA since 1980, 1985 to 1990, 1999 , till 2004.

Following the delimitation and creation of the Latur City Assembly Seat, Vilasrao’s son, Amit Vilasrao Deshmukh, won the MLA seat four consecutive times since 2009 to last (2024) assembly elections.

With Deshmukhs having been dominating the Latur Assembly Seat, and a Coaching Centre coming up there seems impossible with the well wishes of the powerful local MLA, and this is why video footages shows Motegaonkar committing his allegiance for “next seven life times.”

When these pieces are put together, Motegaonkar seemingly active and full-hearted campaigning for Congress MLA Amit Deshmukh during the assembly elections is not a casual photo-op or "neutral PR."

As Latur has been a single-party dominant bastion for decades, any multi-million-rupee commercial enterprise like RCC required absolute alignment with the region's ruling political family to grow unchecked.

It is, therefore, natural then when local media reports claimed Motegaonkar actively threw his coaching network's vast manpower, financial weight, and ground logistical resources into the Deshmukh campaign.  

The backing has earned dividends too.

The Rise of Motegaonkar

Shivraj Raghunath Motegaonkar's Renukai Career Centre (RCC) expanded into other districts during the tenure of late former Chief Minister Vilasrao Deshmukh, who served his two terms from 1999 – 2003 and 2004 to 2008, it is necessary to look at the exact chronology of how the "Latur Pattern" was commercially exported.

During Deshmukh’s second term as Chief Minister (2004–2008), Motegaonkar shifted RCC from a single-classroom setup to a multi-city regional brand.

The Starting Line: Motegaonkar began teaching chemistry in Latur in 1999 with just 10 students. When he formally registered RCC in 2003.  

In 2001, a vision document presented to CM Vilasrao Deshmukh highlighted a major imbalance in medical and engineering seats across Maharashtra. To correct this, the Deshmukh government set up new state-run medical colleges in Kolhapur, Akola, and Latur.  

Motegaonkar capitalized on this state-backed push. With government medical infrastructure opening directly in Latur, the demand for competitive coaching surged. RCC consolidated its hold locally.

During Deshmukh's second term as Chief Minister, Motegaonkar leveraged his political goodwill to expand outside Latur's borders. He strategically moved into neighbouring districts of Nanded and Pune.  Since Pune was the academic capital of Maharashtra, getting a tohold at high profile Jungli Maharaj Road hub requires significant bureaucratic clearences, and his top level political ties proved its utility then.  

Exploiting the "Latur Pattern" Brand: Vilasrao Deshmukh routinely championed Latur on the state and national stage, turning his home district into a respected brand for administrative and academic excellence.

Motegaonkar intentionally commercialized this political reputation. He heavily marketed his classes under the tagline "RCC Pattern - Latur," using the town's political and educational clout to attract thousands of out-of-district students.  

By the time Vilasrao Deshmukh stepped down in December 2008, Motegaonkar had successfully transitioned RCC from a small, local tutoring operation into a structured corporate coaching network. It seems his top-level political alignment helped him in securing the administrative protection, real estate access, and financial immunity needed to scale an empire that eventually generated an annual turnover of over Rs100 crore.

Now, what is ‘RCC- Latur’ Pattern?

Latur's Medical Coaching Ecosystem

For years, Latur has been synonymous with competitive examination coaching, especially for engineering and medical aspirants. The district's highly structured coaching model – popularly known as the "Latur Pattern" – has produced thousands of successful candidates and attracted students from across Maharashtra and neighbouring states.

RCC emerged as one of the dominant players in this ecosystem, offering intensive NEET preparation through Marathi-English bilingual instruction, a feature that made it particularly attractive to students from the Marathwada region.

What the CBI Chargesheet Says

According to the CBI chargesheet, Motegaonkar was not merely another coaching operator but a key financier in the alleged paper leak conspiracy.

The agency alleges that he channelled Rs5 lakh in cash, through intermediary Dr Manoj Shirure, to National Testing Agency (NTA) panelist P.V. Kulkarni around ten days before the examination to obtain leaked Chemistry questions. The CBI further alleges that the objective was to secure an advantage for RCC students, including his own son.

Digital Trail

The chargesheet places considerable emphasis on digital evidence.

According to investigators, forensic examination of Motegaonkar's mobile phone recovered high-resolution photographs of handwritten notes containing 132 Chemistry questions. Expert analysis later concluded that 111 questions matched the actual NEET master question paper, making it one of the strongest pieces of evidence cited by the agency.

The CBI has also cited alleged attempts to delete digital chats and destroy physical copies of reference material while opposing his bail plea.

How the Leak Allegedly Became a Business Model

The investigation portrays the operation as a commercially organised network rather than an isolated leak.

According to the chargesheet, after the Chemistry content was allegedly procured, it was disseminated through other coaching operators in the Latur-Beed belt. These operators allegedly pooled money from affluent parents, charging between ₹3 lakh and ₹10 lakh per candidate, before conducting overnight memorisation sessions in private properties and hospital premises ahead of the examination.

Financial Scrutiny Intensifies

The investigation has expanded beyond the examination leak.

The Income Tax Department, working alongside investigators, is examining RCC's financial operations. According to the material cited in the investigation, officials are scrutinising alleged off-the-books premium batches, cash collections, property acquisitions and the source of funds allegedly used in the paper leak operation.

Separately, the Pune Municipal Corporation sealed RCC's flagship coaching centre on JM Road after citing occupancy, fire safety and tax-related violations, following Motegaonkar's arrest.

The Face Behind India's Biggest Exam Scandal

Until the NEET investigation, Shivraj Motegaonkar was known in Maharashtra's education circles as a chemistry teacher who successfully commercialised the "Latur Pattern" into a multi-crore coaching enterprise.

Today, his name appears in one of India's most consequential examination fraud investigations.

Whether the prosecution ultimately secures a conviction will be decided by the courts. But the CBI chargesheet has already transformed Motegaonkar – from a coaching entrepreneur who built a Rs100-crore educational brand into the central commercial figure in an alleged conspiracy that shook public confidence in one of India's most competitive entrance examinations, triggering tremor in the political landscape.
