Bhubaneswar: Mayurbhanj Police, after a three-month-long operation, on Thursday returned 47 mobile phones worth Rs9.6 lakh to their verified owners, marking another district-level success in Odisha's increasingly technology-driven fight against mobile theft.
Of late, Odisha Police across districts have launched a crackdown on mobile phone thefts, with cyber cells increasingly using the Central Equipment Identity Register (CEIR), telecom data and targeted field operations to recover devices that once disappeared into the grey market within hours of being snatched.
Till 2024, bike-borne snatchers gave two hoots to law-enforcement agencies because they operated through a sophisticated network that could swiftly sever the digital trail of stolen phones. But in 2025, the Bhubaneswar-Cuttack Commissionerate Police began attacking the crime at the very root of the bike-borne snatcher's modus operandi, targeting not merely the man on the motorcycle but the network that converted a stolen phone into an untraceable commodity. The strategy has since provided a template for district police on how to rein in the rising graph of mobile-phone theft in the State.
Why Were Bike-Borne Snatchers So Fearless?
The confidence of the bike-borne gangs did not come merely from speed or crowded roads. It came from the supply chain waiting for them after the snatch.

✨A premium smartphone stolen at Master Canteen, a busy commuter point or another crowded location could be moved rapidly from the street to an intermediary and then to a repair technician or grey-market operator. The crucial step was to break the link between the physical handset and its digital identity.
The phone's IMEI – the 15-digit International Mobile Equipment Identity – is normally the key used by police and telecom networks to identify a device. Once a stolen phone is reported, its IMEI can be uploaded to the CEIR system, allowing networks to identify subsequent attempts to use the handset.
But organised networks sought to defeat that mechanism by using technicians capable of manipulating device identifiers and dismantling the handset's digital trail. Sophisticated repair setups could use specialised flashing interfaces to access protected portions of a phone's storage and load another identifier.
That created a three-stage criminal ecosystem:
Snatch → Alter/erase digital identity → Sell or move the handset through the grey market
The speed of this chain was what gave the street-level snatcher confidence.
The gang did not necessarily need to know how to manipulate a handset themselves. Their role was to steal it and deliver it to the next link. The technician or receiver took care of monetising the device.
This also explains why high-end smartphones became particularly attractive targets. A functioning premium phone commands a much higher black-market value than its dismantled components. As long as the criminal network could hide the phone's identity, the economics of snatching remained attractive.
The police, therefore, faced a problem bigger than individual theft cases: the street crime had acquired a technology-backed disposal mechanism.
2024 Peak Forced Bhubaneswar Police To Change The Game
The turning point came after the heavy volume of mobile-phone tracking and recovery activity in Bhubaneswar.
The Commissionerate's 2024 benchmark recorded 1,153 phones recovered/tracked in specialised drives, with about 950 devices subsequently returned to claimants as cited in their annual performance data.
The significance of 2024, however, was not merely the number of phones. It exposed the limits of the conventional approach.
Police could recover a handset after it appeared on a network. But the organised criminal network was trying to ensure that the phone never appeared in its original digital identity again.
That prompted a strategic shift in Bhubaneswar.
Instead of concentrating exclusively on the person who snatched the phone, investigators began following the entire chain – the runner, receiver, repair technician, market outlet and interstate transporter.
The emerging operational logic was simple:
Find the phone → identify how its identity disappeared → locate the technical intermediary → raid the hub → break the disposal network.
The change was visible in the recovery pattern after 2024.

A recovery is no longer treated as the end of the case. The phone itself becomes an investigative lead.
If several stolen devices show common technical or geographic patterns, investigators can work backwards towards the point where the digital trail was being altered.

From Street Snatcher To The Technician: The Root Attack
The biggest strategic change was to treat mobile-repair outlets and grey-market intermediaries as potential links in the stolen-phone disposal chain.
Investigators began looking for clusters in which stolen devices appeared to disappear from network visibility around commercial electronics markets. The numbers should not be read as a uniform Statewide annual recovery rate. Odisha does not maintain a single publicly consolidated five-year database specifically separating mobile-phone theft, missing phones and recoveries for every district.
But the individual campaigns reveal a clear change in policing: district cyber cells are increasingly using the same basic architecture — report, identify, track, intercept, verify and return.
How The Police Broke The Old Crime Chain
Earlier, police recovery often depended heavily on the phone eventually becoming active on a network.
A missing phone would be reported, its IMEI would be entered into the relevant system, and investigators would wait for the handset to reappear with another SIM.
That remains an important tool.
But organised networks understood the weakness: the longer the phone remained invisible, the more time the criminal network had to move it, modify it or dismantle it.
The Commissionerate's investigation therefore began moving beyond the handset.
Network information could provide clues about where a stolen phone had last appeared. Repeated patterns could identify locations where devices were disappearing. Street-level arrests could expose the people receiving the stolen phones. Financial and call-link analysis could then connect those runners to larger handlers.
This investigative chain eventually led police towards the Jatia Gang and its connection with a mobile-repair operation.
The Jatia Gang case demonstrated why simply arresting bike-borne snatchers was not enough.
The gang members were allegedly stealing phones around crowded locations and feeding the devices into a wider network. The crucial link was a mobile-repair shop connection in the Bapuji Nagar electronics market, where stolen inventory was being modified and dismantled.
When the Commissionerate's Kharavela Nagar Police team acted against the network in July 2026, three key persons were arrested, including street-level snatchers and the technician allegedly linked to the stolen-phone processing chain. Police also seized stolen smartphones and equipment associated with the technical handling of the devices.
That investigation exposed the larger architecture of the crime.
The lesson was unmistakable:
The motorcycle is only the visible end of the crime. The real business is the network waiting for the phone after the snatch.
And once police began attacking that network – technicians, repair cabins, receivers, grey-market channels and interstate transporters – the economics of the crime began to change.
The old model was:
Bike-borne snatching → quick handover → IMEI manipulation → grey-market sale → police lose the trail
The emerging model is:
Bike-borne snatching → CEIR alert → network tracing → receiver identification → repair-shop scrutiny → raid/interception → recovery
That is why the crackdown matters beyond the recovery of individual handsets.
For years, the snatcher could believe that once the phone crossed the repair counter, the police trail ended there.
The Commissionerate Police's biggest intervention was to prove the opposite: the repair counter itself could become the beginning of the investigation.
