Caught in Act: How Manas Kandi’s Abduction Plot Unravelled in a Swift Police Raid; Past POCSO Cases May Haunt Bail Plea

Bhubaneswar: The plot appeared deceptively simple, built on a familiar tactic of false affection and calculated deception.

A vulnerable 12-year-old girl was allegedly lured into what was presented as a romantic relationship, persuaded to meet her alleged abductor at Mancheswar Railway Station and then whisked away to a relative’s house in Bhotapada.

The plan, apparently, was to keep the minor out of sight and evade immediate police attention. But this time, the alleged offender had miscalculated one crucial factor: the speed with which the victim’s family and Mancheswar Police would react.

Manas Kandi, a history-sheeter with a record of serious criminal cases across Bhubaneswar and Cuttack, allegedly executed his familiar modus operandi by exploiting the girl’s vulnerability and luring her away from her family.

After meeting her at Mancheswar Railway Station, he allegedly transported her to Bhotapada, where he concealed her at a relative’s residence. What appeared to be another successful attempt to evade detection, however, soon turned into a crime thriller with the police closing in on his location.

The Real-Time Rescue That Shattered the Plan

The second act of the alleged abduction drama began when the girl’s family swiftly alerted the police after discovering her disappearance. Acting on the complaint and a tip-off from a reliable informant, Mancheswar Police moved quickly to trace the girl’s whereabouts. The information led investigators to a relative’s house in Bhotapada, within the Mancheswar police jurisdiction.

A police team conducted a strategic raid on the residence, rescuing the 12-year-old girl unharmed and apprehending Kandi at the spot. The surprise operation left little room for the accused to escape or conceal the circumstances surrounding the minor’s presence at the house. The girl was subsequently reunited with her family, while Kandi was formally arrested and produced before the court. He is now in judicial custody as the investigation continues.

Six Cases, a Familiar Pattern and a Crucial Difference

What makes the Mancheswar case particularly significant for investigators is Kandi’s alleged criminal history.

Police records, as described in official briefings, indicate that he has at least six serious cases registered against him at different police stations in the Twin Cities, involving allegations of dacoity, theft and illegal possession of a firearm.

His previous bookings under the stringent Protection of Children from Sexual Offences (POCSO) Act have also brought his alleged pattern of targeting minor girls under the investigative spotlight.

While the identities of earlier victims and the specific details of their cases remain confidential, the available disclosures point to allegations involving deception, false affection and the manipulation of vulnerable minors. The recurring pattern has raised concerns about the possibility of repeat offending.

The crucial difference in the latest case, however, lies in the circumstances of his apprehension. Unlike his previous cases, in which police reportedly traced and arrested him through subsequent investigation, Kandi was this time caught during an active abduction investigation, at the very location where the missing minor was allegedly being concealed.

This direct recovery of the girl from the premises where Kandi was apprehended could provide the prosecution with significant contemporaneous evidence, strengthening its account of the alleged offence.

Red-Handed Arrest: A Hurdle for Bail?

The circumstances of the arrest could also become a significant factor in any future bail proceedings. The prosecution is likely to rely on the prompt missing-person complaint, the police tip-off, the recovery of the minor from Bhotapada and the circumstances of Kandi’s apprehension to establish a strong prima facie case.

His previous criminal cases, particularly the earlier POCSO allegations, may further figure in the prosecution’s arguments against bail. The court may consider the seriousness of the alleged offence, the accused’s criminal antecedents, the possibility of influencing witnesses and the need to protect the minor victim while deciding whether to grant bail.

However, an arrest at the scene does not automatically establish guilt or guarantee rejection of bail. The court will have to assess the applicable statutory provisions, the evidence collected, the nature of the charges and the circumstances of the case. Any statutory presumptions under the POCSO Act would also operate subject to the specific offences charged and the requirements of the law.

For Mancheswar Police, the immediate priority is to consolidate the evidence through witness statements, forensic examination and relevant digital records before filing the chargesheet.

The Bhotapada raid has thus marked a significant turn in the investigation. An alleged abduction that began with deception and an attempt to conceal a minor ended with a swift police intervention and the accused in custody. For Kandi, the latest arrest brings not only another serious criminal case but also the prospect of facing a bail challenge in which the circumstances of his apprehension and his documented criminal antecedents are likely to assume considerable importance.
