Bhubaneswar, Jan 9: The Odisha government has decided to relax enforcement of penalties related to Pollution Under Control Certificates (PUCC) until April 1, providing temporary relief to vehicle owners across the state, officials said.

Transport Minister Bibhuti Bhusan Jena has directed transport authorities not to impose fines on vehicles found without valid PUCCs during the interim period. As part of the decision, pollution challans will not be generated through the e-detection system installed at toll gates until April 1.

Officials said the move was taken following concerns raised by vehicle owners over difficulties in obtaining and renewing pollution certificates. The relaxation is intended to give motorists adequate time to comply with pollution norms without facing penalties.

The minister has also ordered a review of the existing penalty structure for pollution-related violations, including the fine of Rs 10,000 currently imposed on vehicles operating without a valid PUCC. The Transport Department has been asked to examine the scope for revising the penalty amount and to submit its recommendations.

While announcing the decision, Jena appealed to citizens to act responsibly and avoid using vehicles that emit excessive pollution. He said the relaxation should not be seen as a dilution of environmental responsibility.

The government clarified that the temporary relief is aimed solely at facilitating compliance. Vehicle owners have been advised to get their vehicles tested and obtain valid pollution certificates during the relaxation period.

Officials said enforcement of PUCC norms will resume after April 1, and violations thereafter may attract strict action under existing rules.
