Bhubaneswar, Oct 28: The Odisha government has issued a strict directive mandating that all government employees must submit their annual property statements to be eligible for promotions.

 

The General Administration and Public Grievance Department released a notification reinforcing this policy, stating that failure to comply will result in disqualification from promotion.

 

According to the directive, many employees failed to submit their 2024 property statements on the HRMS portal within the stipulated time. Despite receiving multiple requests to extend the deadline, the government has decided not to allow any further extensions, citing the need for long-term administrative discipline.

As a result, the HRMS portal will no longer reopen for late submissions, and officers who did not file their 2024 property statements will not be considered for promotion.

The directive also sets clear guidelines for the 2025 property statement, which must be submitted between January 1 and January 31, 2026. This timeline will be strictly enforced in future years as well.

 

Department heads have been tasked with ensuring 100% compliance among their staff. The move has been widely welcomed, with many viewing it as a step toward transparency and accountability.

 

Experts believe that mandatory property disclosures will help curb corruption and prevent promotions of officials with disproportionate assets.

 

The vigilance department has previously flagged cases where government employees were found to possess assets far exceeding their known sources of income. This new policy is expected to bring greater integrity to the promotion process and strengthen public trust in governance.
