Argus News - MMCPY Scholarship Scheme: SOP Issued For New Academic Session

Bhubaneswar, Dec 2: The Odisha government has released the Standard Operating Procedure (SOP) for the Mukhyamantri Medhabi Chhatra Protsahan Yojana for the 2025-26 academic session, outlining eligibility, application, and disbursement guidelines for the scholarship scheme.

According to the SOP, benefits will be provided directly to students through Direct Benefit Transfer (DBT).

Students who have already received the e-Medhabrutti scholarship but later discontinue their course and join a new college to start afresh from the first year will not be eligible for the scholarship in that year. They may apply only from the second year onwards, provided unused quota is available for that academic session.

Applicants must upload transcripts or mark sheets related to their qualifying examinations. For non-SAMS and out-of-Odisha students, uploading mark sheets via DigiLocker is mandatory.

The scheme also sets age limits: 25 years for undergraduate courses, 30 years for postgraduate courses, and 30 years for professional or vocational courses. Students above these age thresholds will not be considered eligible.

A committee formed by the District Collector will finalise the list of eligible applicants. Certificates will be completed and signed in the prescribed format before submission, clearly indicating whether the applicant qualifies under the scheme.

Educational institutions wishing to be included in the state scholarship portal must submit a formal request to the Higher Education Department via email.

Overall, the scheme is designed to ensure transparency and accountability in scholarship distribution while encouraging meritorious students to pursue higher education.
