Raising the issue during Zero Hour, Mishra said, "There is a rule for post and transfer. An officer should not be posted at a department or a place for a long period. Collectors of Keonjhar and Mayurbhanj have been posted for more than six years.”
“G Mathi Vathanan has been working at Housing and Urban Development Department for over nine years. Similarly, Vir Vikram Yadav has been posted at Food, Supplies and Consumer Welfare Department since 2017. He has also been given additional charge of Works Department and Chief Administrator, SJTA,” he said.

The LoP also raised questions over multiple assignments to certain IAS and IPS officers. “It is wrong for a single person to hold multiple posts. Arun Bothra is the transport commissioner and Crime Branch ADG. Likewise, Sushil Kumar Lohani is the Principal Secretary of Panchayat Raj Department and Chief Electoral Officer (CEO). Is this 5-T?”
Mishra also demanded a statement from the government in the House.
Opposition Congress targeted the State government over the same. Mounting an attack on the State government, leader of Congress Legislature Party (CLP) Narasingha Mishra said, “A secretary has been posted at Housing and Urban Development Department for over nine years. He is so arrogant that he does not respond to telephone calls of MLAs. The State government is not following Book Circular 47.”

Worth mentioning, the Chief Minister on Thursday told the House that there are seven officers in the State who have been working in their departments for more than three years. The CM said this in response to a written query raised by BJP MLA Lalitendu Bidyadhar Mohapatra.
