The shutdown started at 6 am will continue till 2 pm.
The party has called the bandh to press for setting up of a medical college and converting Bhadrak Autonomous College to a unitary university.
Due to the shutdown, vehicular movement has been disrupted and schools and colleges closed. Shops and bazaars have remained closed.
“We have been demanding a medical college at Bhadrak so that better health facility will be available to people of the district. We also demand the Bhadrak Autonomous College converted to a unitary university at the earliest,” said agitating Congress activists.
